  SOLUTION: r-click Action center icon on taskbar and turn off Quiet Hours. That's it. All I had to do was turn off Quiet Hours (was not even aware that it was. Turn On or Off Quiet Hours from the Action Center. Right click or press and hold on the “Action Center icon” on the taskbar notification area.
